Austriecii de la Holzindustrie Schweighofer au ramas fara certificatul de calitate Forest Stewardship Council

Asociaţia Forest Stewardship Council a revocat statutul avut de Holzindustrie Schweighofer şi s-a disociat de compania austriacă. Practic FSC nu mai garantează compania austriacă şi activitatea ei. Totul a pornit de la un scandal din 2015, când compania Holzindustrie Schweighofer a fost acuzată de asociaţia Agent Green că prelucrează lemn adus din Rezervaţia Naturală Retezat. Mai multe ONG-uri de mediu, între care şi Agent Green, au arătat că Holzindustrie prelucrează cu bună ştiinţă lemn ilegal.


Am văzut undeva un titlu: „De astăzi produsele Holzindustrie Schweighofer nu mai pot fi etichetate cu sigla FSC. Lovitură grea pentru compania austriacă!”... Nu e chiar aşa: nu este o tragedie, dar este un semnal că austriecii nu respectă regulile de exploatare a lemnului. În ultimele 2 decenii, organizaţiile ecologiste din Occident au impus o serie de reguli - economice, etice, sociale, ecologice - pentru produsele venite din ţări mai puţin dezvoltate, considerate de companiile internaţionale simple ţări furnizoare de materie primă.

Eticheta (sau ştampila) FSC este un standard de calitate (un certificat de calitate), o dovadă de bune practici în domeniu: în sensul că muncitorii care taie lemnul sunt plătiţi corect, că zona de pădure este exploatată inteligent, cu moderaţie, respectând legile silvice, că se doreşte o dezvoltare durabilă a zonei printr-o exploatare inteligentă care să nu epuizeze resursele şi să distrugă ecosistemul etc.

Forest Stewardship Council (în traducere aproximativă Consiliul pentru Administrarea Pădurilor) este o asociaţie care stabileşte standarduri de exploatare a pădurilor, susţinută de celebra World Wildlife Fund.

Vienna - The FSC certificate of the Austrian company Holzindustrie Schweighofer was suspended by FSC and the responsible certification body, Quality Austria. The move comes after protests by NGOs, including WWF. The environmentalists had earlier filed a complaint describing violations of FSC issuance guidelines by Schweighofer and Quality Austria. „Schweighofer used to hide behind an apparently unjustly issued certificate again and again”, says Johannes Zahnen, WWF expert for forestry policy.
 
WWF considers the withdrawal of the certificate an important step in solving the Holzindustrie Schweighofer case and in promoting the responsible forest management within the Danube-Carpathian region. There are many indications that, for years, the company had systematically purchased wood from suspicious sources, including the buffer zone of Retezat National Park in Romania.
 
The withdrawal of the certificate comes before the conclusion of a comprehensive FSC investigation. Quality Austria, the certifying body, is currently not allowed to issue FSC certificates due to the same investigation.
 
„FSC obviously does not want to tolerate Schweighofer’s questionable deals anymore”, Zahnen said. „The company likes to present itself as responsible. But the indications for overexploitation of Romanian forests in the report presented last year by the Environmental Investigation Agency (EIA) and WWF are overwhelming”, Zahnen said.
 
The withdrawal of Schweighofer’s certificate is a success for Romanian forest conservation. It was issued for supply chains and production areas in Romania and other countries where Schweighofer buys most of its wood.

Bonn, Germany (17 February, 2017) - The Forest Stewardship Council (FSC) has decided to revoke the Schweighofer Group’s probation status and disassociate from the group.

This decision was taken by FSC’s International Board of Directors after additional information about possible violation of timber measurement standards, which will require further Policy for Association investigation to determine scope and impact, was brought to the board’s attention. FSC considers that initiating an additional investigation is not compatible with maintaining the probation status of the company.

The board also considered that these allegations, if confirmed, could carry an increased risk that products not complying with FSC standards and policies might be traded through supply chains under a prolonged probation status, a situation that is considered unacceptable for the organization.

The Schweighofer Group has informed FSC that it accepts the decision and recognizes it as an effective signal to meet stakeholder expectations and encourage their engagement and has consequently decided to terminate its certificates with immediate effect as a way of demonstrating its acceptance and commitment to the FSC Policy for Association.

FSC recognizes Schweighofer’s efforts during the past three months to develop a preliminary plan of corrective action and encourages it to use this work to continue discussions and to develop a roadmap to end the disassociation. Depending on the outcome of Schweighofer’s progress, the Board of Directors could consider a gradual approach to re-association for the group’s mills outside of Romania.

„FSC will begin to build a permanent presence in Romania to effectively engage with its members and stakeholders to secure the right mechanisms, such as the establishment of a dedicated solutions forum, to identify long term solutions to the challenges of responsible forest management in the country. To this effect it will engage in a constructive dialogue with the Schweighofer Group and all relevant stakeholders in the country”, says Kim Carstensen, FSC Director General.
